Office System Survey
“Recent studies have highlighted the potential for information technology (IT) to improve the quality, safety, and efficiency of healthcare. Systems that enhance patient-clinician communication and provide access to patient information, as well as decision support and reference data, hold the promise of improving the efficiency and effectiveness of healthcare delivery.”1
“Despite this momentum, physician offices have remained largely unengaged in the adoption and use of e-health technologies.”2 Masspro, working under the direction of the Centers for Medicare & Medicaid Services (CMS) in its 8th Scope of Work Doctor’s Office Quality Information Technology (DOQ-IT) initiative, is working to gain a better understanding of the challenges facing physician offices in the adoption of health information technology (HIT) through the development and implementation of an Office Systems Survey (OSS).
The OSS is designed to measure the status of a physician’s office in care management and health information technology. The survey will allow CMS to:

Score physician offices prior to healthcare Quality Improvement Organization (QIO) intervention, to establish areas of focus for further development.

Score physician offices after QIO intervention to determine whether goals have been met.

Aggregate scores for each QIO for program evaluation purposes and to assist them in improving their ability to work with physician offices.
Masspro will employ its extensive experience in electronic health record (EHR) implementation, clinical redesign, and clinical information technology to guide peer QIOs and physician offices smoothly through the survey process.
Masspro will specifically be responsible for:

Working with and coordinating activities with the Office of the National Coordinator (ONC) survey process.

Working with and coordinating activities with the Maine Health Information Center (MHIC) to:

Establishing a QIO workgroup for input and feedback to the survey process

Establishing and working with an Academic Review Group specializing in survey design

Education of the QIO community regarding survey implementation

Delivery of the survey nationally for a minimum of two cycles
Reporting of survey results to CMS and peer QIOs
