Jeffrey M. East
Mr. East joined Masspro in 2004 as President and Chief Executive Officer. Masspro is one of the leading performance improvement organizations in the United States, dedicated to advancing healthcare quality. Founded in 1985 by the Massachusetts Medical Society, publishers of the New England Journal of Medicine, Masspro transforms healthcare through developing and disseminating innovative solutions across all sectors of the healthcare delivery system.
Prior to his employment at Masspro, Mr. East was Vice President of Market Management at VHA Northeast LLC, located in Braintree, Massachusetts. His responsibilities included numerous aspects of business and service line operations and client relationship management. During his tenure, the company increased member sales from $374 million to $1.3 billion over a seven-year period. Prior to joining VHA Northeast, Mr. East served as Director of Finance & Operations for the Massachusetts Department of Public Health, Bureau of Health Quality Management. He also previously held staff positions at Nichols College and the Massachusetts House of Representatives.
Mr. East serves as President of the Masspro Board of Directors, Chairman of the Board of Directors of Impax Health, as well as a Director at the Massachusetts eHealth Collaborative. Mr. East has also served as a Director of the Massachusetts Health Data Consortium and Healthfront Financial Services.
Mr. East received his Bachelor of Arts Degree from Boston College and a Graduate Certificate in Accounting from McIntosh College. He has pursued graduate studies at Harvard University and Nichols College.
Kenneth A. LaBresh, M.D., FAHA, FACC
Kenneth A. LaBresh, M.D., FAHA, FACC, is Senior Vice President and Chief Medical Officer, responsible for the health information technology and Doctor’s Office Quality – Information Technology (DOQ-IT) service areas. He previously served as Chief of Cardiology at Roger Williams General Hospital and the Providence VA Medical Center, and was later founder and President of Blackstone Cardiology Associates. He is a Clinical Associate Professor of Medicine at Brown University School of Medicine where he received the 2000 and 2004 Distinguished Teacher Award. Dr. LaBresh has several publications and is an active investigator in the area of heart failure management, lipid treatment, and enhancing systems of care in coronary artery disease and secondary stroke prevention. Dr. LaBresh received his medical degree from the University of Minnesota, and his Bachelor of Science in Electrical Engineering from the Massachusetts Institute of Technology. He serves on the American Heart Association’s Reimbursement, Coverage, and Access Policy Development Workgroup and is a member of the steering committee for the Get With the Guidelines Program and the Get With the Guidelines Science Sub-Committee. In addition, he is Chair of the Get With the Guidelines Quality Improvement Sub-Committee, and Co-Chairs the Stroke Expert Panel. In addition, he is a member of the Impax Health Board of Directors.
Laura Moore, MPA
Laura Moore, MPA, is Chief Operating Officer, overseeing all aspects of Medicare and Medicaid contract compliance, strategic planning, and management of the human resource department. Before joining Masspro, Ms. Moore was the Senior Director, Performance Improvement at VHA Northeast, LLC, the largest healthcare alliance firm in the U.S. At VHA, Ms. Moore had a broad scope of responsibility including profit & loss accountability, strategic market planning, business development, sales forecasting, marketing, and sales and program delivery for several service lines. Prior to VHA, Ms. Moore was Director of Administration and Finance in the Bureau of Health Quality Management for the Commonwealth of Massachusetts, Department of Public Health. In this position, she was responsible for the quality and care delivery oversight of hospitals and other core public health functions, which included providing strategic, financial and multi-site operating leadership to nine divisions comprised of 400 healthcare professionals.
Ms. Moore received her Masters of Public Administration from the University of Illinois, and her Bachelor of Arts degree in English from the State University of New York at Albany.
Joseph E. Mullaney, III, Esq.
Joseph E. Mullaney III, Esq. joined Masspro in 2006 as the corporation’s General Counsel and Chief Compliance Officer. He reports directly to the President and is responsible for all legal and corporate governance matters. Prior to joining Masspro Mr. Mullaney was a partner in the Business Department of Nutter McClennen & Fish, where he concentrated on corporate finance matters, mergers and acquisitions, as well as public and private securities offerings. He was previously a partner at Mintz Levin as well as Hale and Dorr. During the course of his career he successfully represented numerous corporations as well as underwriters in the software, Internet services, telecommunications and biotechnology fields, and in 2005 was named one of the top IPO lawyers in America. In addition to his work for Masspro, Mr. Mullaney is a professor at Boston College Law School, where he has lectured on the federal securities laws, mergers and acquisitions since 2004.
Prior to attending law school, Mr. Mullaney held several senior positions in investment banking and syndication on Wall Street. He was a vice president of Prudential Securities and The Related Companies, and a senior vice president of The Richman Group, a leading national developer and syndicator of residential real estate, where he was responsible for the public and private placement of more than $500 million in real-estate-backed securities.
Involved in leadership positions in numerous civic and charitable organizations, Mr. Mullaney has most recently served as a member of the Board of Directors of the Boston Municipal Research Bureau and Bridge Over Troubled Waters, the nationally recognized program for homeless teenagers. He is the former chairman of the Board of Directors of ARTS/Boston, and has served as a trustee or overseer of Access Boston, the Ballet Theatre of Boston, the Boston Bar Foundation, the Boston Medical Center, the Huntington Theatre Company and the Park Street Corporation. He was a founding member of the Board of Directors of the South Boston Harbor Academy, one of the first charter schools in Massachusetts, and served for several years as a director of the Vinfen Corporation, a not-for-profit provider of services for the mentally challenged. The Massachusetts Society for the Prevention of Cruelty to Children honored Mr. Mullaney and his family in 1997 for their many civic and charitable contributions. He previously served as a director and member of the organization's Finance Committee.
Active in government and politics for many years, Mr. Mullaney has held various positions for Congressmen Silvio O. Conte and Joseph P. Early, Lieutenant Governor Thomas P. O'Neill, Jr. and Congresswoman Margaret Heckler.
Mr. Mullaney received a J.D. degree, cum laude, from Boston College Law School in 1991, where he was a member of the Order of the Coif, and a B.A. from the College of the Holy Cross. He resides in Dover with his three children.
Robert B. Palardy, CPA
Robert Palardy, CPA, is Vice President, Corporate Services and Chief Financial Officer responsible for all aspects of accounting, reporting, planning, analysis, and information technology. With over 30 years experience, Mr. Palardy’s previous work included Vice President, Finance & Information Technology of the Medical Device Division of Intermagnetics General Corporation, where he was responsible for building a world-class financial organization and upgrading Division wide ERP and other IT systems. Prior to Intermagnetics, Mr. Palardy served as Vice President, Finance and Administration and Chief Financial Officer for Cambridge Heart, Inc. responsible for managing, developing and nurturing investor relationships raising over $30 million in capital. Mr. Palardy also spent seven years as Vice President, Financial and Information Systems at Smith & Nephew Endoscopy where he was responsible for achieving revenue and earnings growth of over 300% and 1,000% respectively, and completing a $140 million acquisition.
Mr. Palardy earned his Bachelor of Science degree in Accounting from La Salle University in Philadelphia.
Charles Parker
Charles Parker is the Vice President and Chief Technology Officer, responsible for project management and external activities to promote adoption of Healthcare Information Systems. His primary duties include managing the Doctor’s Office Quality – Information Technology (DOQ-IT) project focused on increasing the adoption of Electronic Health Records in Massachusetts and nationally along with increasing adoption of Computerized Physician Order Entry in Acute care settings and developing HIT systems in Home Health and Long Term Care facilities. With over 17 years of experience in the technology field, Mr. Parker’s previous work included Director and National Lead for Internet Technologies, Director Strategic Accounts, and Director EMR implementations at VHA Inc.; Coordinator for SBC Services, Systems and Network Consultant/Owner of Independent Data Management Inc. and Partner in O’Neal and Associates Consulting. He received his Bachelor of Arts in Communication Studies and Business Management from Texas Tech University. Mr. Parker serves on the Board of Directors for the Massachusetts Health Data Consortium and the Massachusetts eHealth Collaborative (MaeHC). Mr. Parker is a member of the Healthcare Information Management Systems Society, HFMA, and serves as the Secretary for the Meditech Chief Information Officer Chowderhead Society.
