Laura Moore, MPA
Laura Moore, MPA, is Chief Operating Officer, overseeing all aspects of Medicare and Medicaid contract compliance, strategic planning, and management of the human resource department. Before joining Masspro, Ms. Moore was the Senior Director, Performance Improvement at VHA Northeast, LLC, the largest healthcare alliance firm in the U.S. At VHA, Ms. Moore had a broad scope of responsibility including profit & loss accountability, strategic market planning, business development, sales forecasting, marketing, and sales and program delivery for several service lines. Prior to VHA, Ms. Moore was Director of Administration and Finance in the Bureau of Health Quality Management for the Commonwealth of Massachusetts, Department of Public Health. In this position, she was responsible for the quality and care delivery oversight of hospitals and other core public health functions, which included providing strategic, financial and multi-site operating leadership to nine divisions comprised of 400 healthcare professionals.
Ms. Moore received her Masters of Public Administration from the University of Illinois, and her Bachelor of Arts degree in English from the State University of New York at Albany.
Joseph E. Mullaney, III
Joseph E. Mullaney III, joined Masspro as General Counsel in 2006 and was appointed Senior Vice President, Corporate Affairs, in September 2008. He reports directly to the President and serves as an advisor with respect to strategic, corporate finance as well as legal and corporate governance matters. Prior to joining Masspro Mr. Mullaney was in private practice, where he concentrated on corporate finance matters, mergers and acquisitions, as well as public and private securities offerings. He joined the firm of Skadden Arps directly out of law school, as was later made a junior partner at Hale and Dorr (now Wilmer Hale), and a senior partner at Mintz Levin. In addition to his work for Masspro, Mr. Mullaney has been an adjunct professor at Boston College Law School, where he has lectured on the federal securities laws, mergers and acquisitions. Prior to attending law school, Mr. Mullaney held several senior positions in investment banking and syndication on Wall Street.
Involved in leadership positions in numerous civic and charitable organizations, Mr. Mullaney most recently served as a director of the Boston Municipal Research Bureau and Bridge Over Troubled Waters, the nationally recognized program for homeless teenagers. He is the former chairman of ARTS/Boston, and served as a trustee or overseer of Access Boston, the Ballet Theatre of Boston, the Boston Bar Foundation, the Boston Medical Center, the Huntington Theatre Company and the Park Street Corporation. He was a founding Director of the South Boston Harbor Academy, one of the first charter schools in Massachusetts, and served as a director of the Vinfen Corporation, a not-for-profit provider of services for the mentally challenged. The Massachusetts Society for the Prevention of Cruelty to Children honored Mr. Mullaney and his family in 1997 for their many civic and charitable contributions.
Active in government and politics for many years, prior to attending law school Mr. Mullaney held various positions for Congressmen Silvio O. Conte and Joseph P. Early, Lieutenant Governor Thomas P. O'Neill, Jr., and Congresswoman Margaret Heckler. A graduate of the Belmont Hill School and Holy Cross College, Mr. Mullaney received a juris doctorate degree, cum laude, from Boston College Law School in 1991.
Karen Bell, MD, MMS
Karen Bell, MD, MMS is an expert in the adoption of health information technology (HIT) and the implementation of care management strategies. She joined Masspro as Sr. Vice President, HIT Services in November 2008, bringing her unique combination of business, academic, public health and clinical practice experience to the Massachusetts quality improvement organization (QIO). Prior to joining Masspro, Dr. Bell promoted the national HIT agenda for the Secretary of the U.S. Dept. of Health and Human Services in a variety of capacities, including Director of the Office of Health Information Technology Adoption and Acting Deputy of the Office of the National Coordinator. At the Centers for Medicare & Medicaid, she was responsible for oversight of all QIO activities related to physician offices and reduction of healthcare disparities, and contributed to the federal Pay for Performance initiative.
Dr. Bell spent more than 15 years in the private sector. She was Medical Director at Blue Cross Blue Shield of Rhode Island, Massachusetts and Maine, and served as Associate Medical Director at Partners Community Healthcare and at Harvard Community Health Plan in Boston. Dr. Bell has published extensively and presented at numerous international and national professional meetings.
Dr. Bell received her medical degree from Tufts University School of Medicine. She earned an MMS from Brown University and a BA in Biology from Pembroke College at Brown. Her academic appointments include Clinical Instructor at Harvard University School of Medicine and Associate Professor at the University of Rochester. Dr. Bell is a board-certified internist.
