Margaret Johnson, MSM, RN, CPHQ
Senior Director, Quality and Performance Improvement Services

Margaret Johnson, MSM, RN, CPHQ, is Senior Director, Quality and Performance Improvement Services, responsible for managing operations across various quality improvement programs.  Ms. Johnson's role includes developing, promoting, implementing, and evaluating healthcare quality improvement interventions in the home health, hospital, nursing home, and community settings. She brings extensive experience from many aspects of healthcare operations including clinical operations, quality improvement, project and program development, and case management.  Ms. Johnson received her Master of Science in Health Services Management from Lesley University, and her Bachelor of Science in Nursing from Emmanuel College.  She is also a Certified Professional in Healthcare Quality (CPHQ).


William S. Kaden, MD, MBA
Medical Director, Medicare and Physician Review

William S. Kaden, MD, MBA, is the Medical Director, Medicare and Physician Review, responsible for all aspects of patient case review for Medicare, Medicaid, and the Department of Corrections.  Previously, he served as a physician and the Associate Director for Professional Affairs at Harvard University Health Services, as well as Director of Harvard Business School Health Services.   Dr. Kaden spent over 30 years as an Associate in Medicine at Beth Israel Deaconess Medical Center in Boston and a courtesy staff member at both Cambridge Hospital and Mount Auburn Hospital.  In addition, he spent over 15 years as an active staff member at Brigham and Women's Hospital in Boston.   Dr. Kaden is currently Physician Emeritus at Harvard University, and has previously served as a faculty member at Harvard Business School and a Clinical Instructor in Medicine at Harvard Medical School.  He received his medical degree from Yale University School of Medicine, his Masters in Business Administration from Northeastern University Graduate School of Business Administration, and his Bachelor of Arts from Harvard University.  He is currently a member and fellow of the Massachusetts Medical Society and the American College of Medical Quality.


James S. Liljestrand, MD, MPH
Medical Director, Quality Improvement

James S. Liljestrand, MD, MPH, is the Medical Director, Quality Improvement, responsible for coordinating quality improvement projects in the hospital and Doctors Office Quality -Information Technology (DOQ-IT) programs.  Previously, he served as team leader for the Atrial Fibrillation Project and Mammography Project, and also participated in Operation Stroke.   Prior to joining Masspro, Dr. Liljestrand spent nearly 25 years on the medical staff of Boston's Beth Israel Hospital and as Medical Director and Senior Vice President for Medical Services at Health South Braintree Rehabilitation Hospital where he helped develop a medical staff of 280 consulting physicians and 30+ full time physicians.  Dr. Liljestrand started his career as Medical Director for Adult Medicine at Dimmock Community Health Center and half-time Assistant to the Dean at Harvard School of Public Health and Harvard Medical School.  He received his medical degree from Northwestern University Medical School, his Master of Public Health from Harvard University, and his Bachelor of Science from Ohio State University.  His numerous professional memberships include fellowships on the American College of Preventive Medicine, American College of Physician Executives, and the Stroke Council of the American Heart Association.


Brian McCarthy, CISSP
Vice President, Corporate Information Services / CIO

Brian McCarthy, CISSP, is CIO and Vice President, Corporate Information Services at Masspro. He is responsible for Masspro's complex data systems, including data management and warehousing, software development and security. Mr. McCarthy has over 17 years of experience in information technology, the past 12 at Masspro and previously directing systems administration and supporting the use of all software and hardware at George Beram & Company, Inc.

Mr. McCarthy earned a BS in Electrical Engineering and a Unix certificate from the University of Massachusetts Lowell. Mr. McCarthy earned a Master of Liberal Arts in Management (ALMM) at Harvard University in June 2009. His professional certifications include Certified Information Systems Security Professional (CISSP) from the International Information Systems Security Certification Consortium (ISC)² and a Certified NetWare Engineer (CNE) from Novell, Inc.. He serves as Masspro's representative on the SDPS Infrastructure Board (SIB), SDPS Data Workgroup, the N.E. HIPAA Workgroup, and the Massachusetts Health Data Consortium (MHDC) Data Committee.


Patrick O'Reilly, PhD, MPH
Senior Scientist

Patrick O'Reilly, PhD, MPH, is senior scientist, responsible for developing special projects and overseeing the adult immunization initiative. His previous work includes 20 years in academic and social service settings. Dr. O'Reilly received his Doctor of Philosophy in Applied Social Sciences, focusing on Medical Sociology, from Boston University, his Master of Public Health degree in Health Services Administration from Yale University, and his Bachelor of Arts degree in Philosophy/Psychology from Iona College.


Cynthia M. Sacco, MD, FAAP
Medical Director, MassHealth Services

Cynthia Sacco, MD, is Medical Director of MassHealth Services at Masspro, with over 17 years experience in utilization and quality review. She is responsible for total oversight and management of the Masspro's MassHealth Review Services Physician Review process, including recruitment, training, and quality assurance. Dr. Sacco is the principle liaison between Masspro and the medical/provider community, and serves as medical expert on case hearings for the EOHHS and the Commonwealth of Massachusetts. In addition, she manages the design, development, implementation, and assessment of quality improvement projects for MassHealth Review Services. She provides overall program direction to the Pay-for-Performance contract and oversees its clinical aspects, using her experience in measure evaluation, selection, and construction.

Dr. Sacco has been a member of the Massachusetts medical community for more than 20 years and has extensive clinical experience as both a primary and urgent care physician. Certified by the American Board of Pediatrics in 1988, Dr. Sacco did her residency at the University of Massachusetts Medical Center in Worcester, Massachusetts. She earned her medical degree at Boston University School of Medicine, and distinguished herself in all subjects while pursuing a Bachelor of Arts at Cornell University. She is a Fellow of the American Academy of Pediatrics, and is a member of Massachusetts Medical Society, where she serves on the Committee on Women in Medicine and the Taskforce on Barriers to Membership.
