Harmon S. Jordan, ScD
Harmon S. Jordan, ScD, is Senior Director, Biostatistics and Data Analysis at Masspro. His primary responsibilities include data analysis, evaluation and biostatistics, as well as work with the Massachusetts Medicaid program on hospital pay-for-performance. In addition, he currently serves as Assistant Professor of Medicine at Tufts University School of Medicine. Prior to working at Masspro, Dr. Jordan was a Senior Associate at Abt Associates, where he was responsible for a variety of projects involving quality measurement and improvement, including study design and oversight of statistical analysis. He has also held director-level biostatistics positions at several of Massachusetts' large health plans and published numerous papers relative to measure setting and evaluation.
Dr. Jordan has significant experience in the development and monitoring of hospital assessment and payment programs, technology evaluations, clinical evidence reviews, and managed care quality improvement projects. He has worked extensively with HEDIS® data, and has developed statistically valid quality indicators directly influencing the design of HEDIS®. He has designed and conducted risk assessment tools for evaluating hospital quality outcomes and collaborated in the development of the initial Pennsylvania Health Care Cost Containment Council risk-adjusted public quality reports. In addition, he worked with the Massachusetts Healthcare Purchasers Group on the design of some of the earliest publicly reported quality indicators.
Dr. Jordan earned his Doctorate in Biostatistics at Harvard University, his Masters degree in Communications Research at Boston University, and his Bachelors degree in psychology at Clark University. He served as Chair of the Joint Commission Journal on Quality Improvement's Editorial Advisory Board, is a member of the National Committee on Quality Assurance's Technical Advisory Group for HEDIS®, and is a member of the Stanford UCSF Evidence-Based Practice Center's Technical Expert Advisory Panel on Best Strategies for Health Care Quality Improvement. He is also a Past-President of the Boston Chapter of the American Statistical Association.
Margaret Johnson, MSM, RN, CPHQ
Margaret Johnson, MSM, RN, CPHQ, is Senior Director, Quality and Performance Improvement Services, responsible for managing operations across various quality improvement programs. Ms. Johnson's role includes developing, promoting, implementing, and evaluating healthcare quality improvement interventions in the home health, hospital, nursing home, and community settings. She brings extensive experience from many aspects of healthcare operations including clinical operations, quality improvement, project and program development, and case management. Ms. Johnson received her Master of Science in Health Services Management from Lesley University, and her Bachelor of Science in Nursing from Emmanuel College. She is also a Certified Professional in Healthcare Quality (CPHQ).
William S. Kaden, MD, MBA
William S. Kaden, MD, MBA, is the Medical Director, Medicare and Physician Review, responsible for all aspects of patient case review for Medicare, Medicaid, and the Department of Corrections. Previously, he served as a physician and the Associate Director for Professional Affairs at Harvard University Health Services, as well as Director of Harvard Business School Health Services. Dr. Kaden spent over 30 years as an Associate in Medicine at Beth Israel Deaconess Medical Center in Boston and a courtesy staff member at both Cambridge Hospital and Mount Auburn Hospital. In addition, he spent over 15 years as an active staff member at Brigham and Women's Hospital in Boston. Dr. Kaden is currently Physician Emeritus at Harvard University, and has previously served as a faculty member at Harvard Business School and a Clinical Instructor in Medicine at Harvard Medical School. He received his medical degree from Yale University School of Medicine, his Masters in Business Administration from Northeastern University Graduate School of Business Administration, and his Bachelor of Arts from Harvard University. He is currently a member and fellow of the Massachusetts Medical Society and the American College of Medical Quality.
Beth T. Lanigan, RN, CPUR
Beth T. Lanigan, RN, CPUR, is Director, MassHealth Operations, responsible for the overall coordination and management of review activities and quality improvement projects for several contracts. Ms. Lanigan also assists the Office of Medicare at adjudicatory hearings and other levels of appeal, and works in cooperation with the Attorney General's Office regarding provider cases referred for fraud investigation as a result of Masspro's findings. In the last 10 years at Masspro, she has held several positions including Review Coordinator and Manager of Short Term Contracts (STC). Prior to joining Masspro, she was employed by New England Sinai Hospital/Rehabilitation Center as a Charge Nurse for the Acute Rehabilitation Unit, Utilization Review Coordinator, and Case Manager. Ms. Lanigan received her Associates Degree in Nursing from Quincy College and is a Certified Professional in Utilization Review.
James S. Liljestrand, MD, MPH
James S. Liljestrand, MD, MPH, is the Medical Director, Quality Improvement, responsible for coordinating quality improvement projects in the hospital and Doctors Office Quality -Information Technology (DOQ-IT) programs. Previously, he served as team leader for the Atrial Fibrillation Project and Mammography Project, and also participated in Operation Stroke. Prior to joining Masspro, Dr. Liljestrand spent nearly 25 years on the medical staff of Boston's Beth Israel Hospital and as Medical Director and Senior Vice President for Medical Services at Health South Braintree Rehabilitation Hospital where he helped develop a medical staff of 280 consulting physicians and 30+ full time physicians. Dr. Liljestrand started his career as Medical Director for Adult Medicine at Dimmock Community Health Center and half-time Assistant to the Dean at Harvard School of Public Health and Harvard Medical School. He received his medical degree from Northwestern University Medical School, his Master of Public Health from Harvard University, and his Bachelor of Science from Ohio State University. His numerous professional memberships include fellowships on the American College of Preventive Medicine, American College of Physician Executives, and the Stroke Council of the American Heart Association.
Brian McCarthy, CNE
Brian McCarthy is the Senior Director, Corporate Information Services, responsible for all data systems including the microcomputer network, data management, and data analysis. He is also responsible for reporting requisite for all current operations, long-term development, and strategic planning. Mr. McCarthy has substantial information technology experience, previously directing systems administration and supporting the use of all software and hardware at George Beram & Company, Inc. He earned his Bachelor of Science in Electrical Engineering from the University of Massachusetts Lowell, is a Certified Netware Engineer, and has received certification in Unix Proficiency.
Janet Moroney, RN
Janet Moroney, RN, has nearly 20 years of experience in various capacities at Masspro. She currently serves as the Senior Director, Government Services and her responsibilities include supervising a staff of 60 comprised of nurses, LPNs, RRAs, and support staff. She also oversees all aspects of review for Medicare, Medicaid, and private contracts, as well as all review activities related to product and service launches during both the start-up and ongoing business phases. Prior to her current position, Ms. Moroney was the Assistant Director of Medicare Operations, Assistant Director of Review for Medical Coordination, Manager of the East I Area Office, Nurse Reviewer Specialist, and Nurse Reviewer. Before joining Masspro she worked as a registered nurse in the surgical and intensive care units at several Massachusetts hospitals. Ms. Moroney received her Diploma in Nursing from Salem Hospital School of Nursing. She is currently the chairperson of the CMS Case Review and Hospital Payment Monitoring Program Workgroups and the AHQA Network Group.
Patrick O'Reilly, PhD, MPH
Patrick O'Reilly, PhD, MPH, is senior scientist, responsible for developing special projects and overseeing the adult immunization initiative. His previous work includes 20 years in academic and social service settings. Dr. O'Reilly received his Doctor of Philosophy in Applied Social Sciences, focusing on Medical Sociology, from Boston University, his Master of Public Health degree in Health Services Administration from Yale University, and his Bachelor of Arts degree in Philosophy/Psychology from Iona College.
Susan Ordway
Susan Ordway is Masspro's Senior Director of Healthcare Information Technology (HIT) Services will serve as an Onsite Assessor for this program. Under Ms. Ordway's leadership, the Masspro HIT Services team is advancing the adoption of HIT in a number of programs including DOQ-IT (working with 300 ambulatory care practices to adopt electronic health records), developing Care Management standards, and facilitating a pay-for-performance program. Prior to her work at Masspro, Ms. Ordway held a number of leadership positions at Allscripts Healthcare Solutions, most recently as the Vice President of Account Management for the TouchWorks EHR customer base. Ms. Ordway has over twenty years of experience in the healthcare and EHR industry, working with HIT vendors, ambulatory group practices, and quality improvement organizations. She has been involved in sales, marketing, development, implementation and support of EHRs for both small and large practices. She has also developed EHR implementation methodologies and frequently presents on EHR success strategies regionally and nationally. Susan also serves as a juror for CCHIT in the EHR Vendor Certification Process.
Cynthia M. Sacco, MD, FAAP
Cynthia M. Sacco, MD, FAAP, is Medical Director of MassHealth Operations, responsible for the physician review process and the principle liaison between Masspro and the medical/provider community. She also serves as a physician consultant for the Office of Medicaid. Previously, Dr. Sacco was a physician consultant at HealthPro Inc., and spent over 15 years as a clinician specializing in primary care pediatrics, urgent care, emergency room care, and developmental pediatrics. She was an Instructor and an Associate in Pediatrics at the University of Massachusetts Medical School and has been affiliated with both Metrowest Medical Center and the University of Massachusetts Health System. Dr. Sacco received her medical degree from Boston University School of Medicine and her Bachelor of Arts, with distinction in all subjects, from Cornell University College of Arts and Sciences. She is currently a fellow with the American Academy of Pediatrics, and holds positions on the Massachusetts Medical Society's Committee on Women in Medicine and the American Medical Association Women Physicians Congress.
Heidi R. Sporel, MBA
Heidi R. Sporel is the Director of Marketing and Communications, responsible for managing the company's brand and public image, interacting with local and national press, and coordinating all aspects of communications activities in support of the Medicare and Medicaid contracts. Prior to joining Masspro, Ms. Sporel spent five years as an International Marketing Manager at NetTest, a network test and measurement equipment manufacturer, where she successfully launched and managed new products and services, rapidly increasing sales leads and brand recognition. Prior to NetTest, she worked as Marketing Director and Product Manager for Western Union, developing new technology services. In addition, she spent eight years at the Sony Corporation, holding positions in advertising, promotion, and business planning. Ms. Sporel received her Masters in Business Administration from Seton Hall University, and her Bachelor of Science in Marketing and Economics from Boston College, where she graduated Cum Laude.
